The USPS follows the same holidays as the Federal Government. If the Federal Government is closed on Halloween, then the USPS and the Post Offices are closed on Halloween. Halloween is not a Federal Holiday in the United States, therefore, the Post Office is not usually closed on Halloween. However, the USPS is closed on Sundays.
